ENERGY ASSISTANCE PROGRAM

The Energy Assistance Program (EAP) helps provide eligible families with a one-time benefit to their heating and electric companies to offset the high cost of utility bills during the winter months.

EAP applications for program year 2023-2024 are now available. The official program start date is November 1, 2023. We will not be able to prevent disconnections or call in pledges prior to this date.

Complete an application online at https://ihcda.rhsconnect.com/ (goes live on Oct. 2nd).

OR

Submit the following to your local EAP location: 

  • Completed and signed 2024 – Energy Assistance Packet 
  • Social Security cards for everyone in the household
  • Copy of the Applicant’s Photo ID or state-issued Driver’s License
  • Proof of Veteran Status of Disability, if applicable 
  • Documentation of income for the last 3 consecutive months
  • Household members 18 years of age or older without income must complete and sign an Income Verification Affidavit 
  • High School/College students 18 – 23 years of age must submit a copy of the full-time school schedule
  • Landlord Affidavit is required for renters with utilities included in their rent (must be completed and signed by the landlord) 
  • CURRENT heating and light bills

All appeals must be made in writing. You have the right to appeal any decision. Click here for our Appeals Procedure.
