ENERGY ASSISTANCE PROGRAM

The Energy Assistance Program (EAP) helps provide eligible families with a one-time benefit to their heating and electric companies to offset the high cost of utility bills during the winter months.

EAP applications for program year 2025-2026 are now available. The official program start date is November 1, 2025. We will not be able to prevent disconnections or call in pledges prior to this date.

Complete an application online at http://eap.ihcda.in.gov (goes live on Oct. 1st). You may apply using your mobile phone or tablet. You will be prompted to take a picture of required documents, or you may upload scanned copies. If you apply online and include your mobile number/carrier or email address, you will receive a notification when funds have applied to your utility account. 

OR

Submit the following to your local EAP office (all applications must include these): 

  • Signed complete application
  • Social Security number for all persons in the household ages one and older
  • Proof of Indiana residency for at least 30 days (utility bill and/or signed certification statement)
  • Proof of all income for the three months prior to the month of your application for everyone 18 years of age and older in the household: AWARD LETTERS or bank statements for Social Security, SSI, SSDI, VA benefits, or pensions; PAY STUBS if you have been working during the three months prior to your application month; IF YOU WERE OUT OF WORK for some of the three months or received unemployment benefits, we need your last pay stub from your most recent job and an Income Affidavit (below) for each month there has been no income.
  • Current electric and heat bills
  • If your heat or electric utilities are included in your rent, you must provide a Landlord Affidavit (below)

All appeals must be made in writing. You have the right to appeal any decision. Click here for our Appeals Procedure.

The Parke County (Rockville) EAP office is closed for the summer. Anyone wanting to apply may contact the Vermillion County Office.
