Owner Occupied Rehabilitation

Funded with Community Development Block Grant dollars through the Indiana Housing & Community Development Authority (IHCDA) the Owner Occupied Rehabilitation (OOR) program can provide repairs and improvements to homeowner’s houses. The OOR program has partnered with the weatherization program to provide the maximum benefit to the homeowner.

There is no cost to the homeowner but the homeowner must sign an agreement stating that they will remain the primary resident, maintain insurance, and if the house is sold, it must be sold to a like income eligible purchaser.

Housing staff employees evaluate the housing stock, complete a lead-based paint risk assessment, and develop a scope of work based on IHCDA’s rehabilitation standards. Health and safety issues, energy efficiency, and general component replacement meeting those standards are then bid out to local contractors.

The current OOR program will complete at least 10-14 homes located in Benton, Fountain, Montgomery, Parke, & Vermillion counties.
